New York axes PPAs for 4GW offshore trio

New York has axed plans to award power deals for three offshore wind projects totalling 4GW that won support in the state’s third tender round in October.

The New York State Energy Research & Development Authority (NYSERDA) picked three projects to be built off the coast of New York following a competitive process:

  • Attentive Energy 1 (1.4GW) by Corio Generation, Rise Light & Power and TotalEnergies
  • Community Offshore Wind (1.3GW) by National Grid Ventures and RWE Offshore Renewables
  • Excelsior Wind (1.3GW) by Vineyard Wind

However, it said it has not been able to finalise terms for power purchase agreements for the three schemes, and so it would not be able to progress the projects.

NYSERDA explained this was mainly due to GE Vernova’s decision to prioritise building an up-to-16.5MW version of its Haliade-X offshore turbine platform rather than the 18MW it previously proposed, which has affected the economics of the three developments.
